Mexico: National R&D policies

In Mexico’s Great Vision Project 2030 and in the National Development Plan 2007-2012, the government establishes, as a major axis of politics, the development of a competitive economy as a source of employment. Specifically it emphasizes the promotion of productivity and competitiveness of the Mexican economy to achieve sustainable economic growth and accelerate creation of employment.

In the National Programme for Infrastructure Development the Mexican government ensures the access and expansion of infrastructure-, transport- and communication services, both on national and regional level. To increase the access to telecommunication services to a growing number of Mexican citizens, the government establishes various strategies through this programme.

Furthermore, the Specific Science, Technology and Innovation Program 2008-2012 aims to strengthen the social appropriation of knowledge and innovation, as well as effectively coordinate all involved parties to achieve this objective.

The document Vision Mexico 2020 is an important effort for the national agenda for ICT public policies, in order to close the digital gap and to boost the economic development of the country through the competitiveness and productivity that ICT can produce. It is mainly promoted by the private sector.

Closely related, and as a continuity of the ICT sector efforts the National Digital Agenda “Agenda Digital Nacional 24” was recently published in April 2011. The National Digital Agenda is the joint effort of the different sectors involved in the promotion of the transition to an information and knowledge society. Its major objective is to align objectives, policies and actions of all the stakeholders under the principle that ICT is a key factor to encourage competitiveness.

Complimentary, a Technological Road Map, led by PROMEXICO, is being elaborated taking in account the current importance of the software industry in Mexico.

Through its office for bilateral collaboration between the European Union and Mexico, UEMEXCYT, and its participation in specific ICT Coordination and Support Actions of the FP7 like Pro-Ideal-Plus, Foresta and First Mexico is fostering the political dialogue of international cooperation with Europe.

The National Contact Point for ICT offers specific services in order to facilitate the access of Mexican ICT researchers and businessmen to international funding programmes.
