Humberto Rolando Carrasco Blanc
Humberto Rolando Carrasco Blanc is a Chilean national. He graduated as a Lawyer from Universidad Austral de Chile. He holds a Master's Degree in Corporate Law of the Universidad del Desarrollo de Concepción, Chile as well as an LLM from Queen Mary College of London, with specialisation in Law of Finance & Foreign Investment in Emerging Economies, Intellectual Property in the Digital Millennium, Internet Law and Telecommunications Law.
His professional career started in 1998 as Director of Vlex Chile (legal information company for the government, as well as commercial and academic markets). From 2000 to 2004, he worked as External Attorney for Chile.com, a telecommunications company that owns an internet service provider. In parallel to his legal activities, in 2000 he founded LatLink.Net S.A (Internet Service Provider) where he held the role of Director until 2003. In 2003 he founded Area Legal (www.arealegal.cl), an Information Technology Law Firm. H. Carrasco is an often invited speaker to lecture on legal issues in the Information Society in Chile, Ecuador, Peru and Argentina. He publishes regularly in national and international legal journals. Furthermore, he is co-founder of the Asociación de Derecho e Informática de Chile (ADI Chile) (Chilean Association of Informatics and Law) and since 2005, its General Secretariat. Currently, he is the deputy for Chile and Latin America of the LEKTOR project. He has a broad network of contacts with different Chilean universities where he lectures, such as Universidad de Santiago de Chile (USACH), Universidad de la Comunicaciones (UNIACC) and Comisión Nacional de Ciencia y Tecnología (CONICYT); also he is a professor of Universidad Católica del Norte where he also holds the role of Legal Counsel and participates in the organization of the technological pool with offices in Coquimbo.
