The WINDS Latin America project aimed at deepening strategic R&D cooperation between Europe and Latin America by building, starting from what already exists, a multinational and multistakeholder community that involved a significant representation of the relevant R&D European and Latin American actors (researchers, policy makers, users). It identified common needs, common research issues and opportunities for cooperative R&D between EU and Latin America, setting the basis for the formulation of a global strategy for future research. | SOLAR-ICT aimed at highlighting the opportunities for Europe and Latin America in ICT research, identifying common development goals and deeper strategic cooperation. The critical aspect of the project has been the participation of countries with smaller economies, Costa Rica, Ecuador, Guatemala, Paraguay, Peru and Uruguay, where usually strategic cooperation with the region are focused on countries with more developed economy.

CLARA -Cooperación Latino Americana de Redes Avanzadas (Latin American Cooperation of Advanced Networks)- is a non-profit International Law Organisation, whose legal existence is dated on 23 December 2004, when it was acknowledged as such by the legislation of Uruguay. The CLARA vision is to serve as a Latin American collaboration system by means of telecommunications advanced networks for research, innovation and education. CLARA develops and operates RedCLARA, the advanced Internet network that was established in Latin America –for regional interconnection- and linked to GÉANT2 (pan European advanced network) via the ALICE Project, which –until March 2008- was co-funded by the European Commission through its @LIS Programme.

ALICE2 (América Latina Interconectada Con Europa 2 - Latin America Interconnected to Europe 2) is a Project co-funded by the European Commission through the @LIS2 Programme. Started in December 2008 -with a lifespan of 45 months-, ALICE2 aims to encourage and support collaborative research within Latin America and between the region and Europe, through the strengthening of CLARA and its network infrastructure, RedCLARA, and the promotion of the creation and maintenance of research communities working on development-related themes (UN – Millennium Development Goals – MDG) as well as those themes put forward by the FP7.

The INCONet-EULARINET Project (Co-ordinating Latin America Research and Innovation NETworks) is a 4 years Coordination Action whose main goal is to strengthen bi-regional dialogue on S&T between EU Member States (MS), Associated States (AS) and Latin American Partner Countries (LAPC) at policy, programme and institutional (research entities) level, thus contributing to a three fold objective: promote the joint identification, setting up, implementation and monitoring of mutual interest priorities of future work programmes across the Specific Programmes of FP7; joint definition of S&T co-operation policies; and support and stimulate the participation of LAPC in FP7. |
