The evaluation of project proposals follows a clear and transparent procedure in order to allow for an equal, unbiased and independent treatment of all proposals. External experts are hired from a shortlist. [Who evaluates? How become an external expert?]
Evaluation is in general a three-step process: Individual proposal assessment (more and more done as remote evaluation), consensus meetings (mostly held in Brussels among all evaluators that evaluated the same proposal), and a panel meeting (at the end of the consensus meeting days) for the ranking of proposals.
There are 3 evaluation criteria: S/T quality, Implementation, Impact
3 evaluators are assigned to each proposal, for IPs an NoEs 5 evaluators.
Scores range from 0 (no information available) to 5 (excellent), with threshold values (3 per single criterion, 10 for the overall score).
