International Cooperation Partner Countries (ICPC)

THIRD COUNTRIES - the participation of organisations or individuals established in countries that are not Member States, candidates or associated should also be justified in terms of the enhanced contribution to the objectives of FP7.

These countries can participate at the same level as EU or Associated Countries. This means, apart from being a full partner, they enjoy the same funding support.

ICPCs are divided into low-income, low-medium and high-medium income countries (see list).

This distinction has an impact on the lump sum scheme for the budget:
ICPCs can opt for lumpsums (instead of full accountable budget) which is fixed for person/years.

As can be seen from the scheme, high-income countries (e.g. USA, Japan, Australia, Hong-Kong etc. ) are not considered ICPCs and are not treated the same way as EU or associated countries. They can participate if they add clear value to the project but usually, do not receive any funding.
